“simply multiple” is an example of a carrier structure of temporary uses, exemplary beyond Vienna. The implemented projects are mainly in the field of temporary and multiple uses of open spaces as play grounds for children and adolescents.
The locations are building gaps, brown fields and under-used spaces: parking lots, open spaces of public buildings and sports fields of schools, which already have an appropriate infrastructure. The question of temporary and multiple uses occurs particularly in densely built areas, where some groups of users, mostly children and adolescents, do not have enough access to open spaces and infrastructure.
In 1998 the “project co-ordination for multiple uses” was established as part of the Urban Planning Department in Vienna. Project coordinator is Jutta Kleedorfer, who masters the comprehensive tasks only with the help of additional 1-2 assistants. It is only due to her personal commitment and her diplomatic skills that the work of the co-ordination department is successful, since each individual project has a specific constellation and thus has to be treated specifically as well.
Some of the tasks are:
-    pilot projects;
-    implementation of internal networks;
-    co-ordination of individual administrative offices and external people;
-    elaboration of model contracts;
-    systematic search for locations;
-    liaison point for initiatives;
-    public relations;
-    documentation and evaluation.
The co-ordination office is not responsible for the execution of the projects, only for projecting. As no appropriate financial resources are available, the financing is carried by the districts or by sponsors. The work generally runs along with other youth work and/or quarter planning. Initial ideas do not come from the office, but are mostly presented to it, by the adolescents themselves or their representations. Since information material is available, the coordination office is relatively well-known. “Single multiple” does not work “top down”, but supports private initiatives and can thus trust in acceptance of the projects.
The agents, which have to be coordinated during these processes, are different municipal departments, political instances on different levels and the owners of the considerable premises. They are partially private, but mainly the city itself, regional authorities, like the Federal Railways (ÖBB) or the church, but mostly project developers.
The following costs accumulate:
-    eventually for planning and construction;
-    for maintenance and cleaning;
-    renting costs, if it is not for free (with a precatory contract);
-    eventually for supervision and locking service.
-    The insurance is covered by the so called “municipal public liability insurance”; therefore appropriate safety measures have to be taken. Accidents, which are caused by the users themselves, are covered by domestic insurance.
It is substantial that a specific department takes the respective site under its responsibility and takes care of the appropriate contracts. An agreement of the different departments is not naturally given, insofar co-ordination is necessary. The situation is similar to the open market, the same diversity of interests and attitudes as in society exists in the urban administration.
The idea and working method underlying “simply multiple” stands for an economized handling of resources: it saves space, because it uses it several times; it saves time, because it blendes human and organisational resources, and it saves money, because it tries to create benefit with a minimum of structural measures. Due to its procedure, its urban-planning approach is “economic” in a completely different sense, in the old meaning of the term: namely mediating. What is not economized is communication: “simply multiple” brings together many people and thus solves problems through synergies. The (un) designed locations, created by “simply multiple”, proceed likewise; their use demands activity and co-ordination, thus they stand for social density.
